Prevention Policies for Children and Youth. Lead consultant to the Connecticut Commission on Children, an agency of the Connecticut General Assembly, focusing on improving state policy on preventive services. Assisted in drafting and winning adoption of landmark legislation that directs the state's budget agency to develop a comprehensive Prevention Plan and Budget for eight state agencies. Program part of six-state initiative under leadership of National Crime Prevention Council, an ongoing project to "embed" concepts and best practices in primary prevention for children and youth in state government.
Underage Drinking. Senior consultant, Connecticut Coalition To Stop Underage Drinking, a statewide grass roots organization seeking environmental and rule changes to reduce underage drinking. Assist in developing organizational and management structure, member base, and consult on public policy strategies to change law and regulation on underage drinking.
Suspension, Expulsion. Assisted Coalition for Safe Schools and Communities review suspension/expulsion policies. Analyzed two-year state trends, concluding public school suspensions were dramatically increasing with little evidence of comprehensive strategy in place to improve behavior of children and youth.
Early Childcare and Elementary Education Reform. Advise William Caspar Graustein Memorial Fund, a major regional foundation based in Hamden, CT, in two engagements related to early childhood education.
- Nine-Year Retrospective. Analyzed $5.6 million in foundation grants, analyzing the impact of grant making to impact public policy in early childcare and elementary education in Connecticut. Reviewed over 90 grants, performing quantitative/qualitative analysis of impact in report to trustees.
- Grants Reviewer. Review, comment on grant proposals for childcare program improvements, including major statewide capital investment projects.
Child Care Center Feasibility Study. Tested market strength, financial and organizational feasibility for Windham School Readiness Council and Windham Public Schools to develop a 200-child early childhood "village" in Willimantic, CT. Report gave critical review, and assessment of organizational, programmatic and financial hurdles, including review of capital financing options.
Juvenile Justice. Assisted Connecticut Judicial Branch to design comprehensive set of alternative sanctions to meet the needs of Family With Service Needs (FWSN) youth -- early offenders referred to court for truancy, running away from home, or beyond parental control. Led a team that developed a three-year $25 million strategic and operational plan for services to juvenile offenders, briefly serving as its interim manager. Teen Pregnancy Prevention. Developed and saw award of three-year $1 million initiative based in a Hartford housing project to forge a community response to high rates of teen pregnancy. Funded by Annie E. Casey Foundation of Baltimore MD, Mr. Daniels subsequently was engaged by the Foundation to provide technical assistance to "Plain Talk" sites in Seattle and Indianapolis.
